For eight minutes, viewers of the George Floyd video witnessed a person that was once living die. There is no way to understate the saliency of the video recording of George Floyd in shaping the mass protests across the globe. Recordings on personal devices have been used to bring legal accountability to the errant actions of police, including the murders of Eric Garner, Philando Castille, and Rayshard Brooks. Each recording breached the implicit public contract with the criminal-legal system – providing everyday people an unadulterated look inside encounters that went unseen prior to the popularization of smartphones at the turn of the 21st century. This study turns an eye to the technical act of recording police brutality as a way for the disadvantaged and the disenfranchised to engage the political process from outside the democratic process and enhance their own self-efficacy.
