Download iCal FileWhy do American cities remain almost as segregated as they were fifty years ago? Drawing on extensive ethnographic and interview data collected in Houston, Texas, I show how housing developers, real estate agents, mortgage bankers, and appraisers use racist tools to build a fundamentally unequal housing market. I further demonstrate that real estate organizational and industry routines incentivize professionals to apply racist ideas to market activity and interactions. In addition to highlighting these racism brokers, I also show how a small group of professionals of color—whom I call racism breakers—went against the housing market status quo to extend housing opportunities to people and communities of color. I draw on these findings to highlight the imperative of interrupting a contemporary racialized housing market and recommend directions for future research.
